The URA Central Region Master Plan 2019 is a forward-thinking urban development strategy aimed at transforming Singapore’s Central Region into a vibrant, sustainable, and highly connected area that balances work, life, and play. Covering key districts such as the Central Business District (CBD), Orchard, Marina Bay, Outram, Queenstown, Bishan, and Toa Payoh, the plan seeks to enhance both the economic vitality and livability of these areas. The Central Region holds immense importance as it includes Singapore’s core business districts and heritage neighborhoods, making it a focal point for national growth and development.

One of the core themes of the Central Region Master Plan 2019 is the transformation of the CBD into a mixed-use district, moving away from its traditional role as a 9-to-5 business hub. The plan envisions a CBD that offers round-the-clock activity by incorporating more residential units, lifestyle options, and public spaces. Initiatives like the CBD Incentive Scheme and the Strategic Development Incentive Scheme are designed to encourage the redevelopment of older office buildings into mixed-use developments, featuring a mix of residential, retail, entertainment, and recreational spaces. This will make the CBD a more dynamic district with amenities that cater to both residents and businesses, fostering a live-work-play environment.

Marina Bay and its surrounding areas remain a key focus under the plan. Building on its success as a financial and commercial district, the plan aims to further develop Marina Bay into a global business and lifestyle hub. There are also plans to integrate more public parks and waterfront spaces, creating new recreational options for residents and visitors while enhancing Marina Bay’s appeal as a leisure destination.

Another major feature of the 2019 Master Plan is the rejuvenation of Orchard Road, Singapore’s premier shopping district. The plan seeks to transform Orchard Road into a vibrant lifestyle destination by introducing new attractions, expanding green spaces, and curating cultural and experiential zones along the shopping belt. A focus on integrating arts and culture into the Orchard area is aimed at attracting both locals and tourists, giving Orchard a fresh identity beyond just a retail hub.

Connectivity is a significant aspect of the Central Region Master Plan. The expansion of public transport networks, including new MRT lines and stations, will improve accessibility to and within the Central Region. For example, the planned Thomson-East Coast Line (TEL) and Cross Island Line (CRL) will provide residents with better connectivity, reducing travel times to key areas such as Orchard, Marina Bay, and the CBD. This expansion also complements efforts to promote car-lite living, with enhanced cycling networks and pedestrian-friendly infrastructure.

In line with Singapore’s vision for sustainability, the Master Plan 2019 emphasizes creating more green spaces and recreational areas. Projects such as the development of the Greater Southern Waterfront and enhancements to Fort Canning Park and the Singapore River aim to provide more leisure and recreational options for residents. These initiatives support the goal of making the Central Region a more livable and green environment.

Heritage conservation also plays a pivotal role in the 2019 plan. The government aims to preserve the rich cultural heritage found in districts such as Chinatown, Little India, and Kampong Glam, integrating historical elements with new developments. This ensures that Singapore’s history is respected and showcased while allowing for modern growth.
